    POLICE LAST JANUARY DECIDED TO INSTALL THE NEW FENCES BEFORE THE TOURIST RUSH GOT UNDER WAY THIS MONTH. ABOUT 2-MILLION PEOPLE ARE EXPECTED TO VISIT PARIS' MOST PROMINENT LANDMARK THIS YEAR.
