IN MALAYSIAN SABAH, THE MODERN COASTAL TOWN OF SANDAKAN IS THE OUTLET FOR THE DISTRICT'S TIMBER, RUBBER AND COPRA -- MOST IS SOLD TO JAPAN.

SANDAKAN WAS THE PRE-WAR CAPITAL OF NORTH BORNEO. THE TOWN WAS DESTROYED DURING THE WAR, LIBERATED BY THE AUSTRALIAN NINTH DIVISION, AND REBUILT OVER THE PAST 20 YEARS.

TODAY, ITS HAS A POPULATION IN OF ABOUT 40,000. THE TWO MOST NUMEROUS RACES ARE THE MALAYS AND THE CHINESE. THE MALAYS ARE MAINLY FISHERMEN WITH SOME WORKING IN THE TIMBER AND OTHER INDUSTRIES, THE CHINESE ARE SHOPKEEPERS, GOVERNMENT SERVANTS, AND MARKET GARDENERS. THE REST OF THE COMMUNITY IS MADE UP OF INDIANS, FILIPINOS CEYLONESE AND EUROPEANS.

DURING THE PAST FEW YEARS, THE ECONOMY HAS BEEN FAIRLY STABLE. THE STANDARD OF LIVING ON THE AVERAGE IS NOT SO HIGH, BUT THERE IS A LITTLE POVERTY OR UNEMPLOYMENT.

THE NEAREST PHILIPPINES ISLANDS ARE ONLY ABOUT 20 MILES SANDAKAN AND THERE USED TO BE A STEADY STREAM OF FILIPINOS PASSING THROUGH THE TOWN. SINCE STRICTER IMMIGRATION LAWS WERE INTRODUCED LAST YEAR, THE STREAM HAS BEEN REDUCED TO TRICKLE.

IMMIGRATION OFFICERS CHECK ALL BOATS WHILE POLICE AND NAVAL VESSELS ARE CONSTANTLY PATROLLING SANDAKAN TO TRY TO PREVENT INFILTRATION.

THE PEOPLE IN THE SANDAKAN ARE DO NOT WANT TO BECOME PART OF THE PHILIPPINES.
