Prince Norodom Sihanouk, former head of State of Cambodia, called the meeting which was attended by North Vietnamese Premier Pham van Dong, Chairman of the Laotian Patriotic Front Prince Souphanouvong, and President of the South Vietnam National Liberation Front, Nguyen Huu Tho.
A joint declaration of solidarity signed at the summit conference, set the seal on Prince Sihanouk's alliance with the Communist and allied forces. Observers said the pledges of solidarity did not necessarily point to any increased military intervention in Cambodia by the Viet Cong and North Vietnamese, but the statement affirmed as a basic principle that the liberation and defence of each country lay primarily with its own people.
The summit conference of the Indo-Chinese peoples called on the three peoples to "strengthen their solidarity and wage a right and tenacious fight to overcome all hardships and accept all sacrifices with the firm resolve to defeat the United States imperialists and their agents."
Following the meeting, Chinese Premier Chou En Lai called on the delegates to toast the alliance of the Indo-Chinese forces.
The official Peking Television commentary states "In an atmosphere permeated with enthusiasm, confidence, militant solidarity and cordiality, the summit conference of the Indo-Chinese peoples successfully closes its work, marking a historic victory of the common struggle of the Indo-Chinese peoples against the U.S. imperialist aggressors, and a great development in the fraternal co-operation between the Cambodian, Laotian and Vietnamese peoples".
