    INTRODUCTION The eighth meeting of the Inter-American Council on Education, Culture and Sciences opened in Montevideo, Uruguay on Thursday (3 February).

    SYNOPSIS: The Council was formed under the auspices of the Organisation of American States (O.A.S.) and the Secretary General of the O.A.S., Alejandro Orfila opened Thursday's meeting.

    The principal purpose of the body is to promote friendly relations and mutual understanding between the peoples of the Americas. It does this through educational, scientific and cultural co-operation and exchanges between member states. The council meets once a year and its members are drawn from each of the O.A.S.'s 26 member countries.

    The Council has a permanent executive committee and three committees in charge of carrying out regional development programmes in the fields of education, science and technology and culture.

    In opening the meeting Senor Orfila dealt largely with a promise from the new United States President Jimmy Carter to encourage co-operation between his country and those in South America. Delegates will also discuss the problem of illiteracy during their five-day conference. Most governments are spending more on security budgets, thus penalising the education schemes.
