WILSON WITH PRESIDENT KAUNDA AT LUSAKA, WHERE HE WAS GIVEN A FULL CEREMONIAL WELCOME; THEN ARRIVING AT LONDON AIRPORT, WHERE HE TELLS (SOF) OUR REPORTER THAT HE HAS CALLED OFF THE PROJECTED VISIT TO RHODESIA BY THE COMMONWEALTH SECRETARY, MR. ARTHUR BOTTOMLEY, AND THEN GOES ON TO DISCUSS THE POSSIBILITY OF FURTHER SANCTIONS AGAINST RHODESIA.



    TRANSCRIPT: REPORTER: "PRIME MINISTER, IS THE COMMONWEALTH SECRETARY GOING TO SALISBURY?"



    WILSON: "I'VE JUST GOT OFF THE PLANE A MOMENT AGO AND I'VE TRAVELLED 9000 MILES IN THE LAST 24 HOURS, AND JUST RECEIVED A MESSAGE FROM LUSAKA - IT INDICATES AS WE FEARED ....THAT THE SMITH REGIME HAS IMPOSED INTOLERABLE CONDITIONS ON HER MAJESTY'S SECRETARY OF STATE GOING TO RHODESIA. I HAD HOPED AND HE HAD HOPED THAT HE COULD HAVE GONE FOR URGENT AND IMPORTANT TALKS WITH THE GOVERNOR, WITH THE LEGAL GOVERNMENT OF RHODESIA, BUT THE SMITH REGIME HAVE IMPOSED CONDITIONS WHICH WOULD INVOLVE THE RECOGNITION OF THE REGIME WHICH WE CANNOT, OF COURSE, ACCEPT ....AND WHICH MIGHT SEEM TO CAST DOUBTS ON WHETHER THEY WOULD BE RESPONSIBLE FOR HIS SAFETY AND SECURITY."



    REPORTER: "SO HE WILL PROBABLY NOT GO?"



    WILSON: "....I'VE JUST AUTHORISED A MESSAGE TO THAT END SAYING THAT UNLESS OVERNIGHT THERE IS A CHANGE IN THE SITUATION IN SALISBURY HE SHOULD NOT GO AND RETURN TO THIS COUNTRY AT ONCE."



    REPORTER: "IN LUSAKA, HAVE YOU AGREED ON FURTHER SANCTIONS AND THEIR TIMING?"



    WILSON: "NO. WHAT I HAVE SAID - AND INDEED INFORMED THE COMMONWEALTH CONFERENCE AND PRESIDENT KAUNDA - IS THAT WE SHALL BE SETTING UP THE SANCTIONS A LITTLE FURTHER IN A FEW DAYS' TIME, BUT AT THE SAME TIME AS WE ANNOUNCE THE FIRST TERMS OF SETTLEMENT FOR THE RHODESIAN PROBLEM. I HAVEN'T INDICATED TO MY COLLEAGUES IN THE COMMONWEALTH THE NATURE OF THOSE SANCTIONS. WE HAVEN'T FINALLY WORKED THEM OUT."

ON HIS WAY HOME FROM LAGOS, THE BRITISH PRIME MINISTER MADE A BRIEF STOP AT LUSAKA WHERE HE HAD TALKS WITH PRESIDENT KAUNDA OF ZAMBIA. HE SPOKE TO REPORTERS AT LONDON AIRPORT.

    MR. WILSON LEFT LAGOS ON WEDNESDAY NIGHT AND ARRIVED AT LUSAKA IN TIME FOR BREAKFAST TALKS WITH DR. KAUNDA. AFTER A THREE-HOUR MEETING, HE SAID BRITAIN AND ZAMBIA WERE CLOSER TOGETHER THAN EVER BEFORE OVER RHODESIA.

    HE THEN FLEW HOME VIA NAIROBI, LEAVING BEHIND MR. BOTTOMLEY, WHOM IT WAS ANNOUNCED WOULD VISIT SALISBURY. BUT ARRIVING AT LONDON, MR. WILSON SAID THE VISIT HAD BEEN CALLED OFF AS THE SMITH REGIME HAD IMPOSED CONDITIONS WHICH WERE QUITE UNACCEPTABLE.
