    The traditional year-end ministerial consultations of the fourteen member states of the North Atlantic Treaty Organisation (NATO) went into their second day on Friday (7 December) with reports of conflicting opinions on the importance of the implications of the October Middle East war on the Western Alliance.

    The Ministers, meeting in Brussels, apparently made little progress in reconciling the United States' and European Views on the Arab-Israeli conflict. The U.S. has maintained that the war threatened Western security, while the European members have held that it was not a matter that involved NATO.

    The massive U.S. support of Israel during the war and Europe's lack of support for the American policy has prompted bitterness within the alliance, posing serious threats to NATO solidarity.

    Although officials at the NATO meeting played down the importance of the conflict during Friday's discussions, the issue could develop into a stronger confrontation next week, when U.S. Secretary of State Henry Kissinger meets fellow alliance Foreign Ministers in the Belgian capital for the first time.

    Another issue -- though discussed only briefly during Friday's meeting -- that could be a source of friction between the United States and its European allies is the U.S. demand that Europe pay the full cost of keeping the 300,000 U.S. servicemen in Western Europe.
