    THE LEADER OF THE OPPOSITION IN RHODESIA, SIR EDGAR WHITEHEAD, HAS CALLED FOR A NATIONAL OPPOSITION MOVEMENT BASED ON THE NEED FOR A NON-RACIAL APPROACH.

    SIR EDGAR WAS ADDRESSING THE RHODESIA NATIONAL PARTY (WHICH HE LEADS) CONGRESS IN SALISBURY EARLIER THIS WEEK. HE SAID IF A MORE GENERALLY ACCEPTED LEADER WERE FOUND HE WOULD STEP DOWN AND GIVE HIM WHAT HELP HE COULD.

    THE LEADER OF THE OPPOSITION WAS CHEERED FREQUENTLY DURING HIS ADDRESS. HE TOLD THE GATHERING: "THE TIMES ARE GRAVE: A MAJOR ERROR OF POLICY AT EH PRESENT TIME CAN WILL RUIN THE COUNTRY PERMANENTLY." SIR EDGAR SAID THERE WAS NO JUSTIFICATION FOR THE GOVERNMENT INITIATING UNILATERAL ACTION. A UNILATERAL DECLARATION OF INDEPENDENCE "WOULD HURL THE COUNTRY INTO A REVOLUTION WITH QUITE INCALCULABLE CONSEQUENCES", HE SAID.

    SIR EDGAR SAID THE STEADY LOSS OF THE EUROPEAN POPULATION WAS BECOMING INCREASINGLY GRAVE. HE SAID HIS PARTY HAD BEEN CRITICISED FOR LACK OF ACTION. IN FACT IT WAS "THE ONLY ORGANISED BODY IN THE COUNTRY ABLE TO RESIST CONSTITUTIONALLY RASH AND STUPID ACTS ON THE PART OF THE GOVERNMENT."
