    PRESIDENT TSHOMBE WAS ACCOMPANIED BY THREE OF HIS MINISTERS, MUNONGO, KIBWE, AND KIMBE, WHEN HE WENT TO THE HOSPITAL IN ELISABETHVILLE TO VISIT THE WOUNDED SEPTEMBER 22. LATER HE HELD A PRESS CONFERENCE TO DISCUSS THE TERMS OF THE CEASE-FIRE HE HAD NEGOTIATED WITH UNITED NATIONS.

    TSHOMBE WAS REPORTED IN 'HIGH SPIRITS' FOLLOWING THE SUCCESS OF HIS SEPTEMBER 21 CEASE-FIRE AGREEMENT WITH MR. MAHMOUD KHIARI, CHIEF OF UNITED NATIONS CONGO CIVILIAN OPERATIONS.

    THE AGREEMENT HAD TO BE RATIFIED BY THE UNITED NATIONS SECRETARIAT, IN THE ABSENCE OF A SECRETARY GENERAL.

    EARLIER, TSHOMBE HAD REFUSED TO AGREE TO THE CONDITIONS FOR A KATANGA CEASE-FIRE PROPOSED BY THE UNITED NATIONS. IT WAS ON THE BASIS OF HIS 'KATANGESE' COUNTERPROPOSALS THAT ACCORD EVENTUALLY WAS REACHED. THEY INCLUDE THE SETTING UP OF A MIXED COMMISSION OF FOUR WITH POWER TO SUPERVISE THE CONDITIONS OF THE CEASE-FIRE, NO TROOP MOVEMENTS, AND THE EXCHANGE OF PRISONERS.
