    Background: Mr. Andrei Gromyko, the Soviet Union Foreign Affairs Minister, called for a reactivation of the UN-Peace talks on the Middle East under Dr. Gunner Jarring yesterday (Wednesday October 21) when he addressed the General Assembly of the United Nations.

    The allegations by the United States that the Soviet Union had violated the Middle East cease-fire were complete fabrications he said So too were those accusing the Soviet Union of building a submarine-base in Cuba. These fabrications, he said, put a question mark against the desire by the United States to build confident relations with the Soviet Union.

    What was needed, Mr. Gromyko asked, to radically change the situation in the Middle East and achieve a settlement and normalisation? He suggested that the answer lay in the withdrawal by Israel from occupied territory and the setting up of an accord respecting the sovereignty, territorial integrity and political independence of all States in the Middle East.

    Agreement on these and other related questions, he said, must be formalised in an appropriate document which would be valid in terms of international law. The Jarring mission should be reactivated in order to promote such an agreement, he suggested.

    Mr. Gromyko called upon the four powers and all other member nations of the UN to contribute toward the establishing of peace in the Middle East.
