    Chad, one of the world's poorest countries, has suffered from double diasters in recent months. For five years the country has been facing a devastating drought which has caused soil erosion and failed harvests. The effect on the national economy has been crippling. Then earlier this month the rains came, and Chad faced a new crisis--widespread flooding.

    SYNOPSIS: The rainy season, nominally from June to September, arrived in earnest at the beginning of the month, exceeding the normal annual average rainfall in a few days. The worst flooding came at Massaguet, 80 kilometres from the capital, Ndjamena. There, the dry river beds filled and overflowed within hours.

    One of the problems associated with the flooding was the difficulty of coordinating relief operations. Many of the people live in simple huts which were destroyed by the rising water. Chad, amongst the most sparsely populated regions in Africa, has most of its population dependent on the land.

    Ironically the long awaited rains did little good. Within days the waters disappeared and the Chad government had to renew its appel to international agencies for aid. Now, Chad, has co-ordinated various schemes to help the areas most affected by both the drought and the flooding. The government wants more than relief supplies of food. They want assistance to construct irrigation canals, drainage ditches, and tree planting programmes to combat the devastation caused by erosion.
