    UNITED STATES VICE-PRESIDENT HUBERT HUMPHREY FLEW TO LUSAKA, ZAMBIA, YESTERDAY (FRIDAY) FOR TALKS EXPECTED TO CENTRE ON RHODESIA'S SEIZURE OF INDEPENDENCE, AND THE PROBLEMS THIS HAS POSED FOR NEIGHBOURING ZAMBIA. MR. HUMPHREY CAME FROM THE CONGO, ON THE FIFTH STAGE OF HIS TOUR OF AMERICAN STATES.

    MR. HUMPHREY WAS MET ON ARRIVAL AT LUSAKA BY ZAMBIAN VICE-PRESIDENT SIMON KAPWEPWE, LEADING GOVERNMENT FIGURES AND AMERICAN DIPLOMATS BASED IN THE COUNTRY.

    HE DROVE STRAIGHT TO STATE HOUSE, FOR TALKS WITH PRESIDENT KENNETH KAUNDA. IT WAS THOUGHT THAT SOUTHERN AFRICAN ISSUES WOULD BE THE MAIN THEME OF THE TALKS - IN A STATEMENT RELEASED SHORTLY AFTER HIS ARRIVAL, MR. HUMPHREY SPOKE ABOUT THE "TREMENDOUS PROBLEMS" FACING ZAMBIA.

    MR. HUMPHREY SAID HE HAD COME TO ZAMBIA "TO DEMONSTRATE OUR SUPPORT FOR THE PRINCIPLES WHICH GUIDE YOU IN FACING AND OVERCOMING THESE OBSTACLES."
    HE ADDED: "BUT WE ALL KNOW THAT THE PROBLEMS YOU FACE HAVE BEEN MADE DOUBLY DIFFICULT BY THE RETROGRESSIVE POLICIES OF YOUR NEIGHBOURS TO THE SOUTH. THEY HAVE TURNED THEIR FACES AWAY FROM THE INEVITABLE TRIUMPH OF SELF-DETERMINATION."
    MR. HUMPHREY LEFT LATER IN THE DAY FOR ADDIS ABABA, ETHIOPIA.
