Background: President Mobutu Sese Seko of Zaire arrived in New Delhi, India on Sunday (21 January) for a five-day State Visit. President V.V. Giri and Prime Minister Indira Gandhi were at Delhi's Palam Airport as General Mobutu's special Zaire Airways aircraft touched down after a flight from Rangoon. The General, who was accompanied by his wife, had been a on a ten-day visit to The People's Republic of China.
Cabinet ministers, officials, diplomats and service chiefs were among the welcoming party for President Mobutu who was on his first visit to India. In brief speeches at the airport, both President Mobutu and President Giri expressed the hope that the visit would further strengthen the ties of friendship and cooperation between their two countries.
The two Presidents drove together through the streets of Delhi, which were decorated with Zaire and Indian flags. Prime Minister Gandhi paid a formal call on General Mobutu shortly after he reached Rashtrapathi Bhavan, the official residence of the Indian Head of State, and was then host of a lunch in his honour.
Later, President Mobutu laid a wreath in memory of Mahatma Gandhi at the Rajghat Memorial Grounds.
SYNOPSIS: A special Zaire Airways 'plane carrying Zaire's Chief of State arrived in New Delhi on Sunday. President Giri, Vice-President Pathak and Prime Minister Indira Gandhi were among the dignitaries who welcomed President Mobutu Sese Seko on his first visit to India. Zaire's President was accompanied by his wife and son on his five-day state visit.
The African leader was given a ceremonial welcome after his flight from Rangoon.
Later, at the Presidential residence, Mrs. Gandhi paid a formal call on President Mobutu and was introduced to the African President's Ministers.
Talks between Mrs. Gandhi and President Mobutu are part of a visit which will include inspection tours of industrial plants and a tourist trip to the Taj Mahal.
As part of the ceremonial functions on his first day in India, President Mobutu laid a wreath in memory of Mahatma Gandhi, at the Rajghat Memorial Grounds. This is a ritual performed by all visiting dignitaries....The formal round of talks began the following day. President Mobutu's visit to India followed on from his ten days in the people's Republic of China. Relations between India and China have been strained for ten years, although the Indian Government has frequently said it is willing to improve them.
