    Background: TRIPOLI, LEBANON

    Gunfire echoed through the streets of the northern Lebanese port of Tripoli on December 17, as fighting continued between opposing factions. Pro and anti-Syrian groups have been locked in battle in and around the city for ten days, leaving 40 people dead and 170 wounded. Many of the victims were left to die in the streets as Tripoli became paralysed by crossfire between rival gunmen. Three Syrian soldiers died when their truck was caught in an ambush, just outside the city. Shortly after these scenes were taped, another six Syrian soldiers were killed. As well as sniper fire, Tripoli has come under heavy bombardment...on December 17 three artillery shells landed in the centre of the city, adding to the devastation. In an effort to bring peace to the area, United States Special Envoy Philip Habib met with Lebanese President Amin Gemayel in Beirut. Their two hours of talks centred on proposals for the withdrawal of all Israeli, Syrian and Palestinian forces from Lebanon. Earlier, Mr. Habib had discussed withdrawal plans with Israeli Prime Minister Menachem Begin in Jerusalem. The fighting in Tripoli is said to result from Lebanese fears that the Syrians will not give up territory they control in the north of the country and in the Bekaa Valley. There is similar concern that Israeli has no plan to withdraw from areas it controls in southern Lebanon.
