    MR. IKEDA, THE JAPANESE PRIME MINISTER, SIGNED A TRADE TREATY IN LONDON TODAY (WEDNESDAY) WITH PRIME MINISTER MACMILLAN. THE TREATY COMES INTO FORCE 30 DAYS AFTER RATIFICATION BY BOTH COUNTRIES AND IS FOR SIX YEARS.

    MR. IKEDA IS ON AN OFFICIAL VISIT TO BRITAIN AS PART OF HIS EUROPEAN TOUR FOR TALKS ON HIS COUNTRY'S POSITION IN RELATION TO THE EUROPEAN ECONOMIC COMMUNITY (EDITORS: SEE 6782/62 IKEDA IN PARIS).

    THE TRADE TREATY WITH BRITAIN ENDS DISCRIMINATION AGAINST JAPANESE EXPORTS TO BRITAIN -- UNDER CERTAIN CONDITIONS -- AND PUTS TRADE BETWEEN THE TWO COUNTRIES ON A NEW FOOTING. IT DECLARES THAT EACH COUNTRY WILL GIVE THE OTHER MOST-FAVOURED NATIONS TREATMENT ON TARIFFS AND IMPORT RESTRICTIONS.

    BUT A PROTOCOL TO THE TREATY GIVES EACH GOVERNMENT THE RIGHT TO RESTRICT AT SHORT NOTICE THE IMPORT OF ANY PRODUCT WHICH THREATENS TO DISRUPT THE MARKET OR CAUSE SERIOUS DAMAGE TO HOME PRODUCERS. APART FROM THIS GENERAL SAFEGUARD THE JAPANESE GOVERNMENT HAS ALSO AGREED FOR THE FURTHER RESTRICTION OF EXPORTS TO BRITAIN OF CERTAIN SENSITIVE ITEMS. MOST OF THESE ITEMS - PRODUCTS LIKE TEXTILES AND KNITTED FABRICS -- WILL BE SUBJECT TO VOLUNTARY EXPORT CONTROL BY THE JAPANESE GOVERNMENT.

    EARLIER, TALKING TO THE FOREIGN PRESS ASSOCIATION IN LONDON, MR. IKEDA SAID THAT IF JAPANESE GOODS WERE LESS EXPENSIVE THAN OTHERS IT WAS DUE MOSTLY TO "RATIONALISATION OF PRODUCTION AND ADVANCED TECHNICAL KNOW-HOW." WHEN HE WAS ASKED IF HE WOULD GIVE AN ASSURANCE THAT JAPAN HAD CHANGED IN HER METHODS OF IMITATION AND DUMPING, MR. IKEDA SAID THAT JAPAN WAS NO LONGER A COUNTRY TRYING TO MAKE ITS WAY IN TRADE IN THIS FASHION. JAPAN TODAY WAS COMPLETELY DIFFERENT FROM PRE-WAR JAPAN. WAGES IN REAL TERMS HAD APPROACHED EUROPEAN STANDARDS.
