    Background: Talks between the foreign ministers of India and Pakistan ended in New Delhi with a press conference at which both sides said that talks on a proposed non-aggression pact had "not been discouraging". The Indian external affairs minister Narasimha Rao and the Pakistan foreign minister Agha Shahi agreed to hold more discussions on the pact in the future.

    A joint press statement said the two ministers had reached mutual understanding on a number of elements.
