    YESTERDAY (SUNDAY) 45 TRIBAL CHIEFS FROM WEST IRIAN HAD TALKS WITH PRESIDENT SUHARTO ON THE FUTURE OF THEIR TERRITORY. NEXT YEAR THE PEOPLE OF WEST IRIAN, FORMERLY DUTCH NEW GUINEA, MUST DETERMINE THEIR OWN FUTURE IN ACCORDANCE WIT THE AGREEMENT REACHED AT THE UNITED NATIONS BETWEEN INDONESIA AND THE NETHERLANDS, WHEN INDONESIA TOOK OVER THE DUTCH COLONY IN 1962.

    IN HIS STATE ADDRESS ON SATURDAY PRESIDENT SUHARTO SAID THAT INDONESIA WAS DETERMINED THAT WEST IRIAN SHOULD REMAIN PART OF INDONESIA, BUT ASSESSING OPINION IN SUCH A REMOTE AREA IS NOT EASY, AND JUST HOW THE PEOPLE OF WEST IRIAN WILL CAST THEIR VOTES HAS YET TO BE ESTABLISHED.

    DEVELOPMENT OF THE REGION HAS BEEN SLOW, AND APART FROM A FEW ON ROADS IN THE FIELD OF EDUCATION THERE'S NOT MUCH EVIDENCE OF PROGRESS. THE AREA'S ESTIMATED 750,000 POPULATION IS STILL SO PRIMITIVE AS TO BE USING STONE TOOLS, AND "ONE MAN ONE VOTE" IS HELD TO BE IMPRACTICABLE.

    ANOTHER DIFFICULTY THAT MIGHT BE ENCOUNTERED BY OFFICIALS TRYING TO TAKE A VOTE IS THE INACCESSIBILITY OF THE TERRAIN IN THIS EQUATORIAL COUNTRY WITH ITS CENTRAL RIDGE BOASTING PEAKS OF 18,000 FEET.

    THE NETHERLANDS GOVERNMENT, WHICH UNDER THE NEW YORK AGREEMENT IS PAYING HALF THE COST OF ASSESSING THE WEST IRIAN CHOICE OF FUTURE, AND THE UNITED NATIONS WILL BE PRESENT WHEN THE WEST IRIANS DECIDE ON THEIR FUTURE. BETWEEN NOW AND THEN THE CENTRAL GOVERNMENT IN DJAKARTA HAS THE TASK OF CONVINCING THE PEOPLE IN THIS REMOTE COUNTRY THAT THEIR FUTURE IS BEST ASSURED WITH THE FUTURE OF INDONESIA.
