    IN AN ATTEMPT TO STOP TAX EVASION BY FRENCH RESIDENTS AND BUSINESSES IN MONACO, THE FRENCH GOVERNMENT LAST NIGHT (FRIDAY) ANNOUNCED THAT MOBILE CUSTOMS CONTROLS WOULD GO INTO ACTION AT THE BOUNDARIES OF THE TINY PRINCIPALITY AS FROM MIDNIGHT.

    THE DECISION FOLLOWS SIX MONTHS' NOTICE AND AN ADDITIONAL DAY OF GRACE GIVEN BY FRANCE BEFORE ENDING THE 1951 CONVENTION GOVERNING CUSTOMS, FISCAL AND ADMINISTRATIVE ARRANGEMENTS WITH MONACO. DURING THE PERIOD OF NOTICE, FRENCH AND MONEGASQUE DELEGATIONS DISCUSSED A NEW CONVENTION WITHOUT REACHING AGREEMENT.

    ANNOUNCING THE NEW MEASURES IN PARIS LAST NIGHT, THE FRENCH MINISTER OF FINANCE, M. GISCARD D'ESTAING SAID (SOF) IN VIEW OF THE FAILURE OF THE CONFERENCE TO REACH AGREEMENT WITHIN THE SPECIFIED PERIOD, FRANCE WAS FORCED TO DRAW THE CONSEQUENCES AND TO IMPOSE CUSTOMS CONTROLS ON MONACO.

    M. D'ESTAING EXPLAINED THAT CUSTOMS OFFICERS WOULD NOT LEVY ANY DUTY, BUT WOULD ADMIT MERCHANDISE ONLY IF ACCOMPANIED BY DOCUMENTS SHOWING THAT THE FRENCH TURNOVER TAX APPLYING TO FRENCH BUSINESSES HAD BEEN PAID.

    (SEVERAL MOBILE CUSTOMS POSTS SET UP AT MIDNIGHT CARRIED OUT CASUAL CHECKS ON VEHICLES ENTERING FRANCE BUT WERE WITHDRAWN WITHIN AN HOUR. THEY RETURNED LATER AND CAUSED SOME SERIOUS TRAFFIC JAMS.)
