    SIR FREDERICK -- THE KABAKA OF BUGANDA -- WAS INSTALLED AS UGANDA'S FIRST PRESIDENT LAST MONTH -- ON THE ANNIVERSARY OF THE COUNTRY'S INDEPENDENCE.UNTIL THEN QUEEN ELIZABETH WAS HEAD OF STATE AND THE GOVERNOR GENERAL REPRESENTING HER, SIR WALTER COUTTS.

    ALSO PRESENT AT MONDAY'S CEREMONY WERE LEADING FIGURES IN THE LEGAL, CIVIC AND CHURCH LIFE OF KAMPALA INCLUDING THE ARCHBISHOP OF RUBAGA AND THE ARCHBISHOP OF UGANDA AND THE MAYOR OF KAMPALA.AND, OF COURSE PRIME MINISTER MILTON OBOTE.
