    Background: The Palestine Liberation Organisation has appealed to all international groups, and to all Arabs and Moslems, to take a firm stand against Israel's policy of establishing settlements on the occupied West Bank-- especially in Hebron. The official spokesman for the PLO, Mr. Abdel-Muhsen Abu Maizar, told a press conference in Damascus on Monday (February 11) that the Palestinian people--led by the PLO--" would do their utmost to foil what he called these American plots and Zionist plans".

    SYNOPSIS: Mr. Abu Maizar said his organisation had drawn up a plan to prevent Israel from carrying out its settlement projects on the West Bank. The PLO's plan, he said, had the co-operation of Palestinian national forces inside the occupied territories and with their friends overseas. His strongest concern was Israel's recent decision to allow Jewish families to settle in hebron. Arab resistance to this new project would not be restrained.

    Following the recent killing of a part-time Israeli soldier in Hebron, Israel's Government confirmed its position that Jews had a right to settle anywhere on the occupied West Banks of the Jordan. Previous Israeli governments have resisted attempts by Jewish families to settle inside Arab towns since the West Bank was captured from jordan in 1967. Egypt too has strongly criticised the Israeli move saying that it contradicted the spirit of the 1978 Camp David agreements between the two countries.
