    CANADA'S ELECTION CAMPAIGN HAS HAD ALL THE INGREDIENTS OF A HARD-FOUGHT POLITICAL BATTLE: CRISIS, INTRIGUE, OUTSIDE INTERFERENCE, NUCLEAR STRATEGY, UNEMPLOYMENT PROBLEMS, BESIDES MANY OTHER FACTORS. NOT SINCE THE 1940 ELECTION WHEN THE CONSCRIPTION CRISIS STIRRED FEELINGS HAS SO MUCH INTEREST BEEN TAKEN IN THE PRESENT CAMPAIGNS OF THE VARIOUS PARTIES.

    BOTH THE CONSERVATIVES, UNDER JOHN DIEFENBAKER, AND THE LIBERALS, UNDER LESTER PEARSON, ARE COMING UNDER CLOSE SCRUTINY, WITH REPORTERS BELIEVING THAT NEITHER PARTY HAS MUCH CAUSE TO FEEL CONFIDENT.

    THE KEY TO THE MOOD OF THE ELECTORS IS CONTAINED MOSTLY IN THE GOVERNMENT'S FISCAL POLICIES AND A RELUCTANCE TO KEEP THE PUBLIC INFORMED ON THE STATE OF THE ECONOMY. THOUGH THERE ARE MORE PEOPLE WORKING THAN WHEN MR. DIEFENBAKER TOOK OFFICE, PRIVATE BUSINESS HAS BEEN UNABLE TO PROVIDE SUFFICIENT WORK: THUS THE CONSERVATIVE GOVERNMENT HAS BEEN PLAGUED WITH UNEMPLOYMENT.

    TRADING PROBLEMS AND A SLUMP IN BUSINESS HAVE COMBINED WITH UNEMPLOYMENT TO PUT A HEAVY DRAIN ON THE TREASURY. IN FACT, THE CONSERVATIVE GOVERNMENT HAS NOT BALANCED A BUDGET SINCE TAKING OFFICE IN 1957.

    THE LIBERAL PARTY, IN A STRONG POSITION LAST WEEK, HAS BEEN PUT INTO TURMOIL BY A DISCLOSURE BY THE UNITED STATES' DEFENCE SECRETARY, ROBERT MACNAMARA. HE SAID THAT A BOMARC MISSILE INSTALLATION WAS ONLY WORTH KEEPING BECAUSE IT WAS CHEAP TO MAINTAIN AND BECAUSE IT MIGHT CAUSE AN ENEMY TO DIVERT PART OF HIS ATTACK TOWARDS IT.

    THIS COMMENT WAS SEEN BY MR DIEFENBAKER AS DESTROYING MR PEARSON'S ARGUMENT THAT CANADA'S MISSILES SHOULD NOW BE ARMED WITH NUCLEAR WARHEADS. THE CONSERVATIVE LEADER IMMEDIATELY JIBED THAT HIS OPPONENT "WAS ON THE SKIDS".

    POLITICAL COMMENTATORS AGREE THAT THE RESULT ON MONDAY, (8 APRIL) WILL ALMOST CERTAINLY BE A MINORITY GOVERNMENT. IN THIS EVENT MR PEARSON IS QUOTED AS SAYING THAT THE TWO LEADERS SHOULD RESIGN AND ALLOW YOUNGER MEN TO TAKE OVER. IN THE SPIRIT TYPICAL OF THE CAMPAIGN, THIS REMARK INCITED MR. DIEFENBAKER TO EXCLAIM, "THERE'S A CANDIDATE FOR YOU. A MAN WHO TALKS ABOUT RESIGNING BEFORE HE IS EVEN ELECTED!"
