    President Anwar Sadat made a short moderately worded radio speech Friday (1 September) marking the first anniversary of the Federation of Arab Republic which links Egypt with Syria and Libya.

    Mr. Sadat's speech had been pre-recorded at the presidential Villa in Alexandria on Thursday (31 August)
    President Sadat has used such occasions in the past to deliver major policy statement son the Middle East or Cairo's relations with other capitals, but there was hardly a reference to the Middle crisis in this most recent speech.

    The speech also marked the third anniversary of the Libyan revolution, and President Sadat had particular praise for President Muammar Gaddafi and the Libyan leadership and people.... Egypt and Libya agreed to a merger of their two countries last month.

    The quiet tone of President Sadat's speech was in keeping with Egypt's new diplomatic policy of seeking greater support from Western Nations.
