    IT WAS UNDER GREY MONSOON SKIES YESTERDAY (TUESDAY) THAT INDIA CELEBRATED THE 20TH ANNIVERSARY OF THE END OF BRITISH RULE. MRS. GANDHI, THE PRIME MINISTER, SPOKE TO A CROWD OF 500,000 AT NEW DELHI'S ANCIENT RED FORT, HER ANNIVERSARY SPEECH MIXING WARNINGS FOR THE FUTURE WITH THE BELIEF THAT INDIA HAD SURVIVED MANY CRISES OVER THE LAST 20 YEARS, AND WOULD TRIUMPH AGAIN OVER HER DIFFICULTIES.

    CEREMONIES BEGAN AS MRS. GANDHI UNFURLED THE NATIONAL FLAG TO A 31-GUN SALUTE AND THE SINGING OF THE NATIONAL ANTHEM. REMINDERS OF THE PAST WERE TONED DOWN AND THE NATION APPEARED TO SPEND THE DAY IN A SOBER APPRAISAL OF INDIA'S FUTURE.

    IN HER SPEECH, MRS. GANDHI REFLECTED THE ACHIEVEMENTS AND SETBACKS IN 20 YEARS OF FREEDOM AND WARNED HER PEOPLE OF THE DIFFICULTIES IN THE IMMEDIATE FUTURE.

    SHE TOLD THE VAST AUDIENCE THAT IN SPITE OF PESSIMISTS WHO BELIEVED THERE HAD BEEN NO IMPROVEMENT IN THE LOT OF THE INDIAN PEOPLE THAT THE NATION HAD DEFINITELY MADE PROGRESS.

    "MAYBE THE PACE OF PROGRESS HAS NOT BEEN FAST ENOUGH," SHE SAID, "BUT IT HAS BEEN CONTINUOUS."
    THE SLIGHT FIGURE OF INDIA'S FIRST WOMAN PRIME MINISTER AS SHE STOOD ON THE ANCIENT RAMPARTS WAS A REMINDER THAT HER FATHER, THE LATE JAWAHARLAL NEHRU, HAD HOISTED THE FIRST INDIAN FLAG THERE IN 1947.

    MRS. GANDHI WARNED OF DISRUPTIVE INTERNAL INFLUENCES IN THE COUNTRY, AND SAID THAT VIOLENCE HAD NO PLACE IN INDIA. NEITHER WAS THERE ROOM FOR COMMUNILISM, LINGUISM, CASTEISM AND REGIONALISM. SHE TOLD THE NATION THAT INDIA SOUGHT AMICABLE SETTLEMENTS OF DISPUTES WITH OTHER COUNTRIES, BUT WARNED THAT IN THE EVENT OF ANY ATTACK FORCE WOULD BE MET WITH FORCE.

    ADMITTING THAT FOOD PRICES WERE RISING BEYOND THE REACH OF THE ORDINARY INDIAN, MRS. GANDHI SAID INDIA'S PROGRESS COULD BE SEEN IN EDUCATION AND THE RISE IN STANDARDS IN RURAL LIFE AND INDUSTRY.

    IN A REALISTIC APPRAISAL OF INDIA'S PAST, PRESENT AND CONFIDENCE, AND FUTURE, MRS. GANDHI, SAID -- "LET DESPAIR GIVE WAY TO HOPE AND WE WILL THEN BE ABLE TO BUILD A STRONG NATION."
