THIS, HE SAID, WAS PORTUGAL'S DUTY, AND IT WAS THE DUTY OF BOTH THE ASSEMBLY AND PORTUGAL TO SEEK PEACEFUL MEANS TO AVOID FURTHER CONFLICT.

    PORTUGAL SHOULD TAKE STEPS IN ANGOLA IN ACCORD WITH THE "THREE GREAT PRINCIPLES" OF THE U.N. CHARTER, SAID MR. STEVENSON. THESE PRINCIPLES, HE SAID, WERE SELF-DETERMINATION, THE DUTY OF THE ASSEMBLY TO PROPOSE PEACEFUL MEANS FOR AVOIDING FURTHER CONFLICT, AND THE IDEAL OF PEACEFUL COOPERATION AMONG EQUALS FOR THE COMMON GOOD.
