    Soviet Foreign Minister, Andrei Gromyko, has warned NATO against its plans to install medium-range nuclear missiles in Western Europe. This follows an offer made last month by Soviet President Leonid Brezhnev, during a visit to East Berlin, in which he offered troop and missile withdrawals if NATO abandoned its missile plans.

    SYNOPSIS: Mr. Gromyko's visit to Bonn was the first trip by a Soviet minister to a NATO country since President Brezhnev's tour of East Berlin. But the Soviet Foreign Minister's talks with West German Chancellor, Helmut Schmidt, produced a warning from the Mr. Gromyko about the medium-range missile bases which NATo intends to set up in Western Europe. At a news conference afterwards, Mr. Gromyko said the West had to remember that the missiles were not 'toys', but nuclear rockets. And he criticised NATO's cool reception to President Brezhnev's offer of troop withdrawal from East Germany.

    Western planners maintain the balance has recently shifted in Russia's favour. They say she has a range of SS-20 rockets aimed at the West, but Mr. Gromyko claims the rockets are not a threat to East-West relations.
