    THERE WAS BRISK ACTIVITY AT THE WHITE HOUSE IN WASHINGTON NOV 21. FIRST VISITOR IN THE MORNING WAS INDIA'S PERMANENT DELEGATE TO THE UNITED NATIONS, KRISHNA MENON. HIS MEETING WITH PRESIDENT KENNEDY WAS BRIEF, AS GERMAN CHANCELLOR ADENAUER HAD AN APPOINTMENT LATER. THE MEETING HAD BEEN ARRANGED BY PRIME MINISTER NEHRU ON HIS RECENT VISIT TO WASHINGTON, IN AN EFFORT TO RECONCILE THE DIFFERENCES OF OPINION HELD BY PRESIDENT KENNEDY AND MR KRISHNA MENON ON A NUCLEAR TEST MORATORIUM.

    LATER, CHANCELLOR ADENAUER CALLED FOR THE SECOND DAY OF MEETINGS WITH PRESIDENT KENNEDY, AS MR MENON WAS LEAVING. THE TWO LEADERS CONFERRED IN PRIVATE DURING THE MORNING AND NO STATEMENT WAS MADE ON THE SUBJECT OF THEIR DISCUSSIONS.

    BEFORE LUNCHEON, PRESIDENT AND MRS KENNEDY, ACCOMPANIED BY THE CHANCELLOR, CAME OUT ON THE STEPS OF THE WHITE HOUSE TO POSE FOR THE PHOTOGRAPHERS. TOASTS AT THE LUNCHEON, PROPOSED BY THE PRESIDENT AND THE CHANCELLOR, EXPRESSED MUTUAL FRIENDSHIP AND CONFIDENCE BETWEEN THE UNITED STATES AND WEST GERMANY.
