    MR. BUTLER, BRITISH MINISTER RESPONSIBLE FOR CENTRAL AFRICAN AFFAIRS - ON A FIVE-DAY VISIT TO NORTHERN RHODESIA - FLEW MAY 19 FROM LUSAKA TO KITWE ON THE COPPERBELT, WHERE MORE THAN 30,000 AFRICANS HAD BEEN ON STRIKE FOR OVER TWO WEEKS.

    AFTER BEING GREETED BY THE PROVINCIAL COMMISSIONER, THE MAYOR OF KITWE, AND OTHER DIGNITARIES, MR. BUTLER TOURED THE DESERTED SURFACE WORKINGS OF THE NKANA MINE, PROBABLY THE LARGEST COPPER MINE IN THE WORLD, BEFORE RETURNING TO LUSAKA.

    MUCH POLITICAL COMMENT WAS CAUSED BY MR. BUTLER'S STATEMENT IN ZOMBA, NYASALAND, MAY 17: "MY CONTACTS WITH NYASALAND MINISTERS HAVE CONFIRMED ABSOLUTELY THAT THE BRITISH GOVERNMENT ACKNOWLEDGE THAT THE MALAWI PARTY IN NOT PREPARED TO REMAIN IN THE FEDERATION". THIS WAS INTERPRETED AS MEANING THAT NYASALAND WILL SECEDE FROM THE FEDERATION AND THAT THE FEDERATION WILL BREAK UP.

    ON MAY 21, MR. BUTLER WAS DUE TO MEET LEADERS OF FOUR NORTHERN RHODESIAN POLITICAL PARTIES ON THE LAST DAY OF HIS VISIT TO NORTHERN RHODESIA.
