    PRESIDENT NASSER, SPEAKING AT A RALLY IN CAIRO YESTERDAY (WEDNESDAY), DECLARED THAT HIS COUNTRY'S FORCES WERE READY FOR A WAR TO REGAIN ALL THE TERRITORIES TAKEN BY ISRAEL IN THE 1967 WAR. HE CALLED FOR ANF ARAB SUMMIT CONFERENCE TO DRAW UP A NEW STRATEGY.

    THE SUDANESE PRIME MINISTER, ABU BAKR AWADALLAH, ADDRESSING THE SAME GATHERING , PROMISED MORE EFFECTIVE ARMED SUPPORT.

    PRESIDENT NASSER WAS ADDRESSING THE NATIONAL CONGRESS OF THE ARAB SOCIALIST UNION ON THE 17TH ANNIVERSARY OF THE 1952 REVOLUTION. HE DECLARED, AMID LOUD APPLAUSE FROM THE 17,000 DELEGATES: "THIS WILL BE A COSTLY OPERATION. IT MEANS WAR." HE SAID EGYPT WAS BEGINNING THE STATE OF LIBERATING ITS OCCUPIED TERRITORIES.

    SPEAKING THREE DAYS AFTER THE BIGGEST CLASH BETWEEN ISRAELI AND EGYPTIAN FORCES ALONG THE SUEZ CANAL SINCE THE 1967 JUNE WAR, HE SAID THE MILITARY SITUATION WAS NOW FUNDAMENTALLY CHANGED. HE REFERRED SPECIFICALLY TO THE RAIDS CARRIED OUT BY EGYPTIAN AND ISRAELI AIRCRAFT AGAINST EACH OTHER'S POSITIONS, AND ADDED: "WE ARE NOW READY TO REPEL. WE ARE READY TO FIGHT."
    THE PRESIDENT TOLD A CLOSELY ATTENTIVE CONGRESS: "THE SIX-DAY WAS HAS NOT ENDED. IT WILL BE THE TWO-YEAR WAR, THE THREE-YEAR WAR AND THE FOUR-YEAR WAR." HE THEN SUGGESTED AN ARAB GATHERING AT THE HIGHEST LEVEL, ADDING THAT SINCE THE 1967 KHARTOUM SUMMIT MANY THINGS HAD CHANGED TO MAKE SUCH A MEETING NECESSARY.

    HE PAID TRIBUTE TO THE SOVIET UNION FOR ITS HELP AFTER THE 1967 WAR AND FOR ITS LATEST ASSURANCE OF CONTINUED SUPPORT. HE ALSO HAD PRAISE FOR THE ATTITUDE TAKEN BY FRANCE UNDER GENERAL DE GAULLE AND HIS SUCCESSOR, BUT CONDEMNED THE UNITED STATES FOR WHAT HE CALLED COMPLETE SUPPORT FOR ISRAEL; THIS WAS PROVED, HE SAID, BY THE 13-POINT NOTE ON A SETTLEMENT OF THE MIDDLE EAST CONFLICT WHICH THE U.S. HAD SEN TO THE SOVIET UNION. REFERRING TO BRITAIN, PRESIDENT NASSER SAID HER ATTITUDE WAS ONE OF POLITICAL AND PROPAGANDA HYPOCRISY.

    THE RALLY WAS ALSO ADDRESSED BY PRIME MINISTER ABU BAKR AWADALLAH OF SUDAN, WHO TOOK POWER IN LAST MAY'S COUP. HE SAID THE NEW SUDANESE REGIME WAS GIVING PRIORITY TO ITS ARMED FORCES WHICH WOULD BE CALLED ON TO PLAY A ROLE IN THE ARAB BATTLE OF DESTINY. THE MAY REVOLUTION IN SUDAN, HE DECLARED, MARKED A TURNING POINT IN HI COUNTRY'S HISTORY, PARTICULARLY WITH REGARD TO THE ARAB-ISRAELI CONFLICT.
