    MR. SAID: South Africa with its long list of defiances and challenges to the United Nations' authority, to the Security Council's decision as well as to the International Court of Justice advisory opinion over Namibia, now adds insult by restoring exactly as it did in October '71 to the cynical and alarming subterfuge of denying any knowledge of, or responsibility for, the incursions and reprisals which have given rise to Zambia's latest compliant. All the (indistinct) of the General Assembly, the decisions of the Security Council of various United Nations's organs and bodies with regard to granting independence to Namibia, the end of apartheid and discriminatory practices and for the end of South Africa's incursions and aggressions and its strong arm methods against its neighbours have heretofore all fallen on deaf ears. That is why Mr. Botha's words yesterday before the Council have a hollow and cynical ring to them."



    Mr. Said's remarks followed a statement to the Security Council by the South African Ambassador to the United Nations, Mr. Roelof Botha, that his government had no knowledge of the July 11 attack complained of by Zambia. However, he did acknowledge that there had been incidents on both sides of the border in the past, including those in May and June. Mr. Botha said that for its part South Africa was willing to discuss the situation with Zambia with a view to establishing the facts and on what basis taking any further joint steps which might seem appropriate.
