    TOGOLESE PRESIDENT ETIENNE EYADEMA HAS OFFERED TO MEDIATE IN ANY PEACE NEGOTIATIONS AIMED AT ENDING THE NIGERIAN CIVIL WAR.

    HE MADE THE OFFER AFTER A ONE-DAY VISIT TO LAGOS ON WEDNESDAY (1 MAY) BUT TOLD REPORTERS BEFORE LEAVING FOR HOME: "THERE IS NO AGREEMENT YET ON THE OFFER."
    PRESIDENT EYADEMA'S AIRCRAFT TOUCHED DOWN AT LAGOS AIRPORT 20 MINUTES BEFORE FEDERAL MILITARY LEADER MAJOR-GENERAL YAKUBU GOWON HIMSELF ARRIVED. THE TOGOLESE LEADER HAD TO WAIT ALONE WITH OFFICIALS IN HIS PARTY IN THE VIP LOUNGE UNTIL GENERAL GOWON DROVE UP.

    AFTER INSPECTING A GUARD OF HONOUR THE TWO LEADERS LEFT THE AIRPORT TO BEGIN THEIR DISCUSSIONS OVER LUNCH.

    PRESIDENT EYADEMA SAID LATER HE WAS PREPARE TO MEDIATE IN THE WAR, SPARKED BY THE SECESSION OF BIAFRA, NIGERIA'S FORMER EASTERN REGION, IF HE WAS ASKED TO DO SO BY THE ORGANISATION OF AFRICAN UNITY (OAU).

    BOTH SIDES IN THE WAR HAVE AGREED IN PRINCIPLE TO MEET WITHOUT PRECONDITIONS AND THE FEDERAL GOVERNMENT HAS ACCEPTED A PROPOSAL FROM COMMONWEALTH SECRETARY-GENERAL ARNOLD SMITH TO MEET UNDER COMMONWEALTH AUSPICES IN LONDON. A MEETING IS REPORTED TO BE PLANNED FOR TOMORROW (SATURDAY).

    OFFICIALLY BIAFRA HAS REJECTED LONDON AS A NEUTRAL MEETING GROUND AND HAVE THEMSELVES PROPOSED DAKAR, CAPITAL OF SENEGAL.

    OTHER OBSTACLES TO TALKS HAVE BEEN BIAFRA'S INSISTENCE ON DISCUSSION OF A CEASEFIRE FIRST, AND NIGERIA'S DEMAND THAT BIAFRA FIRST SHOW IT IS WILLING TO RENOUNCE SECESSION.

    OTHER COUNTRIES SUGGESTED FOR PEACE TALKS INCLUDE ETHIOPIA AND KENYA.
