    DISCUSSIONS HAVE RESUMED ON FORMING A FEDERATION IN THE CARIBBEAN. DELEGATES FROM SEVEN BRITISH WEST INDIAN TERRITORIES ARE MEETING IN BRIDGETOWN, BARBADOS, TO TRY TO FIX A DATE FOR A LONDON CONFERENCE TO CONCLUDE DETAILS.

    THE GOVERNOR OF BARBADOS, SIR JOHN STOW, TOOK THE CHAIR AT THE TALKS, RESUMED ON MONDAY. AS USUAL, GRENADA DID NOT ATTEND AS ITS GOVERNMENT IS SEEKING ASSOCIATION WITH TRINIDAD AND TOBAGO. HOWEVER, THE GRENADA OPPOSITION FAVOUR THE FEDERATION IDEA AND DEMONSTRATIONS HAVE BEEN HELD TO SUPPORT IT.

    THE LAST BARBADOS TALKS RAN INTO DIFFICULTY OVER DIFFERENCES OF OPINION AMONG THE SEVEN TERRITORIES. THE STEPS PROPOSED UP TILL THEN WERE THAT A BILL OF INDEPENDENCE SHOULD BE INTRODUCED IN THE HOUSE OF COMMONS THIS COMING JUNE-JULY, THAT A GOVERNOR-GENERAL BE APPOINTED, AND INDEPENDENCE PROCLAIMED. NEXT YEAR WAS PROPOSED FOR THE FEDERAL ELECTIONS, AFTER WHICH A PRIME MINISTER WOULD BE APPOINTED.
