    THE CHAIRMAN OF THE SOUTH VIETNAM MILITARY JUNTA, MAJOR GENERAL DUONG VAN MINH, SAID ON JANUARY 2 HE INTENDED LEADING THE COUNTRY WITH DETERMINATION AND VIGOUR TOWARDS THE GOAL ASSIGNED BY THE REVOLUTION.

    INAUGURATING THE COUNCIL OF NOTABLES, A CONSULTATIVE BODY ESTABLISHED ON NOVEMBER 6, 1963 TO ADVISE THE GOVERNMENT, HE EXPRESSED THE HOPE THAT POWER WOULD BE TURNED OVER TO AN ELECTED CIVILIAN ADMINISTRATION AS SOON AS POSSIBLE.

    MAJOR GENERAL DUONG VAN MINH DESCRIBED THE 60-MEMBER COUNCIL AS A LINK BETWEEN THE PEOPLE AND THE GOVERNMENT. AMONG THOSE PRESENT WERE MEMBERS OF THE JUNTA, PROVISIONAL GOVERNMENT AND FOREIGN DIPLOMATS.

    MEMBERS OF THE COUNCIL CHOSEN FROM MANY WALKS OF LIFE SAT AROUND A LARGE HORSE SHOE TABLE AS MAJOR GENERAL DUONG VAN MINH SAID THE COUNTRY MUST EXPECT AUSTERITY WHILE THE WAR AGAINST THE COMMUNIST VIETCONG PURSUED.

    THE MILITARY JUNTA CHIEF THOROUGHLY REJECTED NEUTRALISATION OF SOUTH VIETNAM AND SAID THAT THE BANNING OF NEUTRALISM AND COMMUNISM IN POLITICS WOULD BE THE ONLY RESTRICTION NECESSARY ON DEMOCRATIC LIBERTIES.
