    Technical experts on surprise attacks from five Western and five Soviet bloc countries filmed arriving in Geneva for the November 10 Conference.

    The Czechoslovakian delegation arrived November 8 headed by M. Hayek.

    Next day, the Russian delegation arrived by plane. The man who stepped down to head the delegation took Western observers by surprise: it was First Deputy Foreign Minister V.V. Kuznetsov.

    He was greeted by M. Semyon Tsarapkin, Chief Soviet delegate at the current three power talks on the ending of nuclear weapon tests.

    Observers expressed some fears on the arrival of a political chief heading a delegation at a conference aimed at tackling essentially technical problems.

    Meanwhile the U.S. Britain, France, Italy and Canada sent according to plan only military men and scientists.

    In an airport statement, Mr. Kuznetsov appeared to leave the door open to possible injection of political problems into the technicalities of the conference when he said surprise attack subject would be "linked with another measures of disarmament."
