    THE RULING MILITARY COUNCIL OF SOUTH VIETNAM WILL MEET AGAIN IN SAIGON TOMORROW (THURSDAY) AFTER FAILING TODAY TO ELECT A SUCCESSOR TO PRESIDENT NEUYEN KHANH.

    THE PRESIDENT RESIGNED YESTERDAY (TUESDAY) IN THE WAKE OF WIDESPREAD DEMONSTRATIONS IN SAIGON BY STUDENTS AND BUDDHIST SUPPORTERS.

    GENERAL KHANH, AGED 37 AND IN POWER FOR SEVEN MONTHS, WAS CHOSEN PRESIDENT UNDER A PROVISION CONSTITUTION AND WITH WIDER POWERS ONLY NINE DAYS AGO.

    THE PROVISIONAL CONSTITUTION WAS SCRAPPED YESTERDAY IN ACCORDANCE WITH THE DEMANDS OF THE DEMONSTRATORS.

    THE STUDENTS FEARED THE WIDER POWERS GIVEN THE PRESIDENT WOULD MAKE HIM A DICTATOR, DESPITE GENERAL KHANH'S ASSURANCE TO THE COUNTRY. THEY ALSO OPPOSED THE PRESS CENSORSHIP INDICATED IN THE CONSTITUTION.

    MEANWHILE, BUDDHIST LEADERS HAVE SWUNG THEIR SUPPORT BEHIND GENERAL KHANH, AND IT'S BELIEVED HE MAY BE RECALLED TO POWER, EITHER AS PRESIDENT OR PRIME MINISTER.

    THE DEMONSTRATIONS IN SAIGON CAME AFTER FOUR DAYS OF MOUNTING UNREST.

    THE MAIN BULK OF THE DEMONSTRATORS, NUMBERING SOME TWENTY-THOUSAND STUDENTS MARCHED ON THE PRESIDENTIAL PALACE WITH A BANNER FEATURING THE PICTURE OF A BUDDHIST GIRL STUDENT SHOT BY TROOPS OF THE PREVIOUS REGIME.

    GENERAL KHANH CAME OUT OF THE BUILDING AND WALKED UNARMED INTO THE THICK OF THE DEMONSTRATION AND TALKED WITH THE STUDENTS LEADERS. HE SAID THAT MOST OF THE STUDENT'S DEMANDS WOULD BE MET.

    GENERAL KHANH ADDED:"I WANT TO JOIN YOU IN SAYING DOWN WITH COMMUNISM, COLONIALISM, NEUTRALISM AND DICTATORSHIP, INCLUDING MILITARY DICTATORSHIP."
    HE REMAINED FOR ABOUT HALF AN HOUR WITH THE DEMONSTRATORS BEFORE RETURNING TO THE PALACE.

    A GOVERNMENT COMMUNIQUE SAID THAT THE NEW CONSTITUTION WOULD BE REVISED, THE NIGHT CURFEW SHORTENED, AND A PRESS COUNCIL WOULD TAKE OVER CENSORSHIP.

    AFTER THE ELECTION OF A NEW CHIEF OF STATE, THE MILITARY JUNTA IN SOUTH VIETNAM WOULD BE DISSOLVED.
