TRANSCRIPT: SEQ 7: SIR ROY: "NOW LADIES AND GENTLEMEN, WHAT I AM TRYING TO SAY TO YOU IS THIS - THAT THE AFRICAN CHIEFS AND HEADMAN WOULD HAVE TO CONSULT THEIR OWN PEOPLE. NOW QUITE RECENTLY WE HAVE SEEN THE VIEW EXPRESSED BY A GROUP OF ANTHROPOLOGISTS IN WHICH THEY SAID (INTERRUPTION "AH SHAME".) JUST HAVE A MOMENT'S PATIENCE WILL YOU .. IN WHICH THESE ANTHROPOLOGISTS SAID THAT THE ONLY WAY YOU COULD SOUND AFRICAN OPINION IN THE TRIBAL AREAS IS ON A BASIS OF ONE-MAN-ONE-VOTE."

"NOW MR. CHAIRMAN, WHAT IS GOING TO HORRIFY MY INTERJECTORS IS THAT I DISAGREE COMPLETELY WITH THE ANTHROPOLOGISTS. (APPLAUSE.) MR. CHAIRMAN, IN THIS COUNTRY, AND IT IS WELL KNOWN AMONG RHODESIANS, THAT IN THE TRIBAL AREAS THE AFRICANS DO HAVE A WELL-DEFINED SYSTEM OF GOVERNMENT BASED ON CUSTOM AND TRADITION. A MACHINE WHICH, IF IT IS FED THE FACTS, CAN PRODUCE A REASONABLE REPLY, SUFFICIENTLY CLOSELY ASSOCIATED WITH THE THINKING OF THE PEOPLE IN THAT AREA.

"NOW LADIES AND GENTLEMEN, I AM NOT IN A POSITION TO ARGUE WITH ANTHROPOLOGISTS, BUT MY MIND BEGINS TO BOGGLE AT THE SUGGESTIONS OF GOING INTO THE RESERVES AND TRYING TO EXPLAIN TO THE AFRICAN MEN, AND WHAT IS EVEN WORSE, TO THE AFRICAN WOMEN AT THE TRIBAL LEVEL, WHAT IS INVOLVED IN INDEPENDENCE. I BELIEVE IT WOULD TAKE TEN YEARS TO DO IT. WE HAVE NOT GOT TEN YEARS OF TIME TO CARRY OUT THIS EXERCISE.

"NOW LADIES AND GENTLEMEN, I SUBMIT THAT WHAT HAS GOT TO BE DONE IS THAT THE FACTS OUGHT TO BE HANDED FAIRLY TO THIS MACHINE, BECAUSE I BELIEVE IT CAN PRODUCE A REASONABLE AND RESPONSIBLE RESULT."

Background: VOTING BEGAN TODAY (THURSDAY) IN BY-ELECTIONS IN TWO PREDOMINANTLY EUROPEAN SUBURBS OF SALISBURY, SOUTHERN RHODESIA. THE MAIN ISSUE OF THE CAMPAIGN HAS BEEN THE POLICY FOR INDEPENDENCE. THE RESULT COULD SEE THE RETURN TO ACTIVE POLITICS OF SIR ROY WELENSKY, WHO HEADS THE RHODESIA PARTY.

SIR ROY IS CONTESTING THE ARUNDEL VACANCY - OPPOSING MR. CLIFFORD DUPONT, THE DEPUTY PRIME MINISTER. IF HE IS SUCCESSFUL, SIR ROY WILL BECOME PARLIAMENTARY OPPOSITION LEADER. THE ARUNDEL VACANCY WAS CAUSED BY THE RESIGNATION FOR BUSINESS REASONS OF A MEMBER OF THE GOVERNMENT FRONT BENCH.

THE RHODESIA PARTY HAS PLEDGED ITSELF TO OPPOSE THE GOVERNMENT'S METHOD OF DECLARING THE COUNTRY INDEPENDENT. IN AN ADDRESS ON THE EVE OF THE POLL, SIR ROY OUTLINED HIS ATTITUDE TO AFRICAN VOTING RIGHTS. THERE WAS SOME HECKLING DURING HIS SPEECH.
