    VOTING BEGAN TODAY (THURSDAY) IN BY-ELECTIONS IN TWO PREDOMINANTLY EUROPEAN SUBURBS OF SALISBURY, SOUTHERN RHODESIA. THE MAIN ISSUE OF THE CAMPAIGN HAS BEEN THE POLICY FOR INDEPENDENCE. THE RESULT COULD SEE THE RETURN TO ACTIVE POLITICS OF SIR ROY WELENSKY, WHO HEADS THE RHODESIA PARTY.

    SIR ROY IS CONTESTING THE ARUNDEL VACANCY - OPPOSING MR. CLIFFORD DUPONT, THE DEPUTY PRIME MINISTER. IF HE IS SUCCESSFUL, SIR ROY WILL BECOME PARLIAMENTARY OPPOSITION LEADER. THE ARUNDEL VACANCY WAS CAUSED BY THE RESIGNATION FOR BUSINESS REASONS OF A MEMBER OF THE GOVERNMENT FRONT BENCH.

    THE RHODESIA PARTY HAS PLEDGED ITSELF TO OPPOSE THE GOVERNMENT'S METHOD OF DECLARING THE COUNTRY INDEPENDENT. IN AN ADDRESS ON THE EVE OF THE POLL, SIR ROY OUTLINED HIS ATTITUDE TO AFRICAN VOTING RIGHTS. THERE WAS SOME HECKLING DURING HIS SPEECH.
