    President Kennedy of the United States presented the U.S. Medal of Freedom to Paul-Henri Spaak, retiring Secretary-General of the North Atlantic Treaty Organization, at the White House, Washington, Feb 21.

    The presentation was made after M. Spaak gave the President what he described as "a long report on all the problems of NATO as I see them - political, economic and military.

    M. Spaak is leaving NATO to re-enter Belgian politics. He is a socialist candidate for a seat in the Belgium Parliament at next month's elections.

    Ambassadors of all NATO countries attended the presentation of the award. Also attending were U.S. Secretary of State Dean Rusk; former Secretary of State Dean Acheson; and a number of other high U.S. officials including W. Randolph Burgess, U.S. representative to NATO; and Thomas K. Finletter, U.S. representative-designate to NATO.
