Background: President Kenneth Kaunda opened the national conference of the United National Independence Party in Kabwe on Friday, (1 December).

In his opening speech, the President warned against complacency in dealings with Rhodesia and South Africa, and said that an increasing number of Zambians were being recruited as spies by other nations. He devoted most of his two-hour speech to rural development, and the need for diversification of the Zambian economy.
