    DELEGATES FROM 27 COUNTRIES CAME TOGETHER IN THE NATIONAL ASSEMBLY OF THE IVORY COAST YESTERDAY (WEDNESDAY) AT THE OPENING OF A THREE-DAY CONFERENCE OF THE INTERNATIONAL ASSOCIATION OF FRENCH-SPEAKING PARLIAMENTARIANS (AIPLF).

    THE CONFERENCE WAS OPENED BY IVORY COAST PRESIDENT M. FELIX HOUPHOUET-BOIGNY. THE FIRST ADDRESS WAS GIVEN BY THE PRESIDENT OF THE NATIONAL ASSEMBLY, MR. PHILIPPE YACE.

    THIS IS THE THIRD CONFERENCE OF FRENCH-SPEAKING PARLIAMENTARIANS. IT WILL DISCUSS ECONOMIC, TECHNICAL, SOCIAL AND CULTURAL ISSUES.

    EUROPE, AFRICA, AND THE AMERICAN CONTINENT WERE REPRESENTED. AMONG THE DELEGATES ARE THE PRESIDENTS OF THE FRENCH, NIGER, GABON AND CHAD NATIONAL ASSEMBLIES. OTHER COUNTRIES REPRESENTED INCLUDED IRAN, MADAGASCAR AND MOROCCO, THE U.A.R., BELGIUM, CONGO-KINSHASA, SWITZERLAND AND TUNISIA.

    IN HIS OPENING SPEECH, PRESIDENT HOUPHOUET-BOIGNY SAID THAT FRENCH CULTURE "HAD NEVER BEEN AND NEVER WOULD BE THE SOURCE OF AGGRESSIVE IMPULSES, OF CONQUEST OR OF SELF-ABSORPTION". HE ADDED: "WE CAN BE PROUD OF THIS CULTURE, BECAUSE FAR FROM DIMINISHING OR DESTROYING US IT GIVES US A CHANCE TO SUCCEED IN THIS CHANGING WORLD."
    THE PRESIDENT OF THE AIPLF, M. VICTOR BODSON OF LUXEMBOURG, STRESSED THAT ADHERENCE TO THE FRENCH LANGUAGE WAS FAR FROM BEING NEO-COLONIALIST. HE ADDED: "THE FRENCH LANGUAGE FAVOURS THE UNITY TO WHICH THE AFRICANS ASPIRE."
    DURING AN EARLIER PRESS INTERVIEW, M. BODSON WELCOMED THE CREATION OF THE TECHNICAL AND CULTURAL COOPERATION AGENCY OF FRENCH-SPEAKING COUNTRIES AT NIAMEY, AND PROMISED TO DO HIS UTMOST OF STRENGTHEN THE EXISTING LINKS BETWEEN THE COMMON MARKET COUNTRIES AND THE ASSOCIATED AFRICAN AND MALAGASY STATES.

    46 WHOLLY AND PARTLY FRENCH-SPEAKING COUNTRIES BELONG TO THE AIPLF.
