    Background: In India the Prime Minister's eldest son, Rajiv Gandhi, has taken charge of campaigning for the ruling congress Party in the forthcoming local elections. The move follows recent reverses suffered by Mrs. Gandhi's party in its southern India stronghold--and fears that further setbacks could occur in the impending elections in New Delhi, and next month in Assam and Maghalaya. Normally, little importance is attached to the elections to the municipal committee and metropolitan council in Delhi. But the tide has been turning against the Congress Party, which has been blamed for failure to implement election promises and increasing corruption in the country's administration and economy. At an election rally in New Delhi, a woman candidate was shown to the crowd after she'd allegedly been attacked by opposition party workers.
