    Syrian Prime Minister Mahmoud Al-Ayoubi arrived in Rumania on Wednesday (12 November) for talks aimed at strengthening relations with the Communist nation.

    He had official talks with Rumanian President Nicolae Ceausescu in the capital, Bucharest.

    Rumania is the only Communist state that maintains diplomatic relations with Israel. During the last year, however, Rumania has been making concerted efforts to build up ties with the Arab world.

    In January this year Rumanian Prime Minister Manea Manescu visited Syria for talks with Mr. Al-Ayoubi. In 1973 Mr. Ceausescu narrowly averted a sweeping Arab trade boycott by visiting most Arab capitals, including Damascus. The Arab states were objecting to Rumania's relations with Israel.

    Although a major oil-producer itself, Rumania imports a certain amount of oil from the Middle East. Its principal import is raw cotton, which is Syria's most valuable source export earnings.

    In recent conflicts in the Middle East, Rumania has joined other eastern European countries in supporting the Arab states and recognising the Palestine Liberation Organisation (PLO), while still recognising Israel.
