    MR. JOSEPH MOBUTU, PRESIDENT OF CONGO-KINSHASA ANNOUNCED AT A RALLY IN KISANGANI (FORMERLY STANLEYVILLE) THAT HE PLANS TO HOLD A REFERENDUM ON A NEW CONSTITUTION FOR THE COUNTRY.

    HE TOLD HIS AUDIENCE: "WE HAVE A REVOLUTIONARY PEOPLE AND GOVERNMENT, NOW WE NEED A REVOLUTIONARY CONSTITUTION AND PARLIAMENT". HE WAS SPEAKING IN KISANGANI IN THE COURSE OF A PROVINCIAL TOUR OF CONGO-KINSHASA.

    PARLIAMENT AND ITS MEMBERS HAVE BEEN CRITICISED RECENTLY BY THE OFFICIAL RADIO SYSTEM. IT HAS ALLEGED THAT MEMBERS ARE ELECTED BY "A SERIES OF JUGGLING FEATS".

    HE RETURNED TO KINSHASA ON WEDNESDAY AFTER TOURING FIVE OF THE EIGHT PROVINCES IN TWO WEEKS.

    DURING HIS VISIT TO KISANGANI THE PRESIDENT WATCHED A DISPLAY BY FOLK DANCERS AND SAW A MARCH PAST OF TROOPS. LATER HE CROSSED THE RIVER BY PIROGUE TO VISIT ANOTHER PART OF THE CITY.

    HIS HOST DURING THE VISIT WAS THE PROVINCIAL GOVERNOR, MR. MOANDA.
