    THE FRENCH GOVERNMENT TOMORROW (THURSDAY) ANNOUNCES A DRASTIC PLAN TO CUT FRANCE'S SOARING COST OF LIVING. FRENCH FINANCE MINISTER, M.GISCARD D'ESTAING, WILL OUTLINE AN EMERGENCY BUDGET IN A NATION-WIDE BROADCAST.

    M. GISCARD D'ESTAING HAS SAID THE MEASURES WILL IN NO WAY PREVENT THE LOWERING OF CUSTOMS AND TARIFFS ALREADY PROVIDED FOR WITHIN THE FRAMEWORK OF THE COMMON MARKET. HE GAVE THIS ASSURANCE AT A MEETING OF COMMON MARKET FINANCE MINISTERS IN PARIS ON MONDAY, FILMED HEREWITH.

    IN A BID TO HALT THE SPIRAL OF HIGHER WAGES CHASING HIGHER PRICES, HE IS EXPECTED TO RESTRICT CREDIT AND BANK LOANS, AND ORDER WAGES RESTRAINT. OTHER MEASURES ARE EXPECTED TO INCLUDE LEGISLATION TO STOP RACKETEERS BUYING LAND AND HOMES FOR QUICK, PROFITABLE RESALE.

    FRANCE'S TRADE UNION HAVE NOT YET MADE CLEAR THEIR ATTITUDE TOWARD THE RESTRICTIONS. THEY MAY REPORTEDLY BACK THE GOVERNMENT OVER WAGE RESTRAINT IF IT IS EQUALLY SEVERE IN CURBING PROFITS.

    THE MOVES HAVE BEEN FORCED ON THE GOVERNMENT BY A SUDDEN SPURT IN THE COST OF LIVING. PRICES WENT UP BY 25 PER CENT BETWEEN 1958 -- WHEN PRESIDENT DE GAULLE CAME TO POWER -- AND LAST SPRING. IN THE PAST SIX MONTHS, THERE HAS BEEN A FIERCE ACCELERATION IN THE COST OF LIVING.

    ALSO FILMED ARE THE MINISTRIES OF JUSTICE AND FOREIGN AFFAIRS, WHICH MAY BE AFFECTED BY REDUCTION IN STATE EXPENDITURE, AND OF MILITARY BARRACKS -- IN VIEW OF A POSSIBLE CUT IN NATIONAL SERVICE. FOLLOWING ARE SHOTS OF TRADE UNION OFFICES AND WORKERS LEAVING A CAR FACTORY.
