Background: The Organization of American States Monday (9 August) presented a proposal to the governing junta and the opposing rebels for a provisional government to be headed by Hector Garcia-Godoy.The O.A.S.suggested that both sides be ready to sign agreements setting up the government on Wednesday (11 August).
The mediation committee of the O.A.S., headed by Ambassador Ellsworth Bunker of the United States and composed, besides Bunker, of Ilmar Penna Marinho of Brazil and Ramon de Clairmont Duenas of El Salvador, first delivered the O.A.S.proposals to General Antonio Imbert, president of the junta government and then to Colonel Francisco Caamano, head of the rebel forces.(In our film Bunker and the others are shown sitting down with Caamano.)
Under the proposals, there would be a general amnesty, a reincorporation of officers and men of the armed forces from both sides into their former units and all civilians would have to give up their arms.
Garcia-Godoy said he had a Cabinet already selected and was ready to start governing as soon as both sides agreed to the O.A.S.proposals.
