    Background: Ghanaian motorists have been hard hit by the oil crisis. During the past fortnight, the Government has expressed concern about the effects of the shortage of petroleum products, and took steps to institute emergency measures to ensure that current stocks are distributed fairly to all parts of the country.

    Though there's been official rejection of the idea of petrol rattening, many filling stations have been limiting the amount of fuel supplied to customers. Some Accra garages have restricted motorists to one gallon per car.

    As soon as the crisis began to take effect, the Government announced plans for a special delegation to visit Libya to complete negotiations for the supply of crude oil. A cargo of nearly 20,000 tens of crude oil arrived at the Toma refinery for processing last week. A similar shipment is due during the current week -- and these supplies should be sufficient to offset the current shortages.
