    BELGIAN JOURNALIST JACQUES MARCUSE STOOPED IN FRANKFURT TODAY (TUESDAY) TO CHANGE AIRCRAFT ON HIS WAY TO HONG KONG TO OFFER HIMSELF AS A PRISONER IN EXCHANGE FOR ANTHONY GREY, THE REUTER CORRESPONDENT DETAINED IN PEKING SINCE JULY, 1967.

    M. MARCUSE, 57, SAID IN BRUSSELS EARLIER TODAY THAT THE PEOPLE'S REPUBLIC OF CHINA WAS UNLIKELY TO ACCEPT HIS OFFER BUT THAT HE WOULD REMAIN IN HONG KONG FOR 24 HOURS AT THE DISPOSAL OF THE CHINESE AUTHORITIES THERE. IF THEY DID NOT COME FOR HIM WITHIN THAT TIME HE WOULD LEAVE FOR TAIPEI.

    HE DENIED THAT HIS OFFER WAS PUBLICITY STUNT.

    M. MARCUSE TOLD REUTER IN BRUSSELS THAT HE DID NOT KNOW MR. GREY PERSONALLY. HE HAD, HOWEVER, MET PREVIOUS REUTER CORRESPONDENTS IN PEKING WHILE WORKING THERE FOR THE FRENCH NEWS AGENCY AND FELT "MORE ASIATIC THAN EUROPEAN."
    M. MARCUSE SAID THE CHINESE HAD SOME REASON FOR IMPRISONING HIM BECAUSE OF HIS RECENT BOOK ON THE CHINESE GOVERNMENT, "THE PEKING PAPERS."
    M. MARCUSE, WHO SPENT 15 YEARS IN CHINA, WROTE TO PRIME MINISTER CHOU EN-LAI OFFERING HIMSELF IN EXCHANGE FOR MR. GREY.

    MR. GREY RECEIVED A SPECIAL MENTION IN LONDON TODAY WHEN A TELEVISION COMPANY HANDED OUT AWARDS FOR BRITISH JOURNALISTIC ACHIEVEMENTS IN 1968.

    THE SPECIAL MENTION GIVEN BY GRANADA TELEVISION SAID MR. GREY WAS "A SYMBOL OF DIFFICULTIES AND DANGERS OF JOURNALISM IN HOSTILE TERRITORY."
