    TUN ABDUL RAZAK, THE DEPUTY PRIME MINISTER OF MALAYA, SAID IN KUALA LUMPUR ON SEPTEMBER 1 THAT MANY ASPECTS OF THE MALAYAN GOVERNMENT'S SECOND FIVE-YEAR PLANE WERE AHEAD OF SCHEDULE.

    SPEAKING AT THE OPENING OF THE APEX ZONE FOUR CONVENTION OF AUSTRALIA, SINGAPORE AND MALAYA, INCLUDING OBSERVERS FROM INDIA, PAKISTAN, CEYLON AND JAPAN, TUN ABDUL RAZAK, WHO IS ALSO MINISTER OF DEFENCE SAID:
    "AS MINISTER OF RURAL DEVELOPMENT, I AM PRIMARILY RESPONSIBLE FOR THE HEALTHY PROGRESS OF OUR SECOND FIVE-YEAR PLAN AND THAT THERE IS HARDLY A SINGLE ASPECT OF OUR ECONOMIC, SOCIAL, COMMERCIAL AND EDUCATIONAL LIFE THAT HAS NOT FELT THE IMPACT OF THE PLAN".

    TUN RAZAK TOLD THE 200 DELEGATES THAT THEY HAD ARRIVED IN MALAYA AT A TIME WHEN GREAT CHANGES WERE TAKING PLACE IN THIS COUNTRY. IN 16 DAYS' TIME, THEY WOULD SEE THE BIRTH OF THE NEW MALAYSIAN NATION.

    HE THEN CONGRATULATED THE APEX MOVEMENT IN MALAYA FOR THEIR GOAT FARM AT THE LEPROSARIUM, DESIGNED TO PROVIDE ECONOMIC LIVELIHOOD FOR CURED LEPERS.

    A BOOK CONTAINING A SHORT HISTORY OF THE FIRST 25 YEARS OF THE APEX CLUB OF AUSTRALIA WAS THEN PRESENTED TO HIM.
