    BOTH NIGERIA, AND BIAFRA, THE BREAKAWAY STATE OF EASTERN NIGERIA, ANNOUNCED YESTERDAY (THURSDAY) THEIR WILLINGNESS TO BEGIN PEACE NEGOTIATIONS WITHOUT PRECONDITIONS, THUS BRINGING A GLIMMER OF HOPE FOR A CEASEFIRE IN THE 10-MONTH CIVIL WAR. IN THE BIAFRAN DOCKS OF PORT HARCOURT STILL LIE THE THREE NIGERIAN VESSELS SAID TO HAVE BEEN CAPTURED AFTER A NAVAL INVASION ON APRIL 5.

    ACCORDING TO A BIAFRAN NAVAL SPOKESMAN, A FLOTILLA OF NINE NIGERIAN SHIPS HAD ENGAGED IN FOUR DAYS OF FIGHTING WITH BIAFRAN VESSELS IN THE CHANNEL LEADING TO PORT HARCOURT. THE OUTCOME OF THIS, SAID THE SPOKESMAN, WAS THAT FIVE SHIPS WERE DESTROYED, ONE WAS CRIPPLED AND RETREATED, AND THREE -- A GUN-BOAT, A TROOP CARRIER, AND A LANDING CRAFT -- WERE CAPTURED. WHEN THEIR CARGOES WERE UNLOADED, REPORTERS WERE SHOWN SEVERAL 105-MM FIELD ARTILLERY PIECES, ANTI-AIRCRAFT GUNS, 1,000 RIFLES, SHELLS, AND SMALL ARMS AMMUNITION, AND AT LEAST THREE JEEPS.

    IN REPLY, THE FOLLOWING DAY NIGERIA DISPLAYED THE PATROL VESSEL 'OGOJA', VIRTUALLY UNDAMAGED, WHICH BIAFRA HAD CLAIMED WAS BADLY BATTERED.

    TODAY (19 APRIL) NIGERIAN FEDERAL AUTHORITIES WELCOMED BREAKAWAY BIAFRA'S READINESS FOR TALKS, TO BE OPENED AT 48 HOURS NOTICE. BUT DR. OKOI ARIKPO, THE FEDERAL EXTERNAL AFFAIRS COMMISSIONER FOR NIGERIA, MADE IT CLEAR YESTERDAY THAT LASTING PEACE DEPENDED UPON BIAFRA RENOUNCING THEIR SECESSION.
