    The USSR, UK and USA re-opened talks in Geneva October 31 to seek agreement on the suspension of nuclear tests.

    The conference may be a major step forward towards agreement but the status of the talks falls short of the original hope to get the foreign ministers of the three countries at the conference table. At one stage in earlier negotiations to meet, it had even been hoped the three chiefs of state would meet there.

    At weekend the negotiators held two extra meetings to discuss a Russian draft agreement to suspend nuclear tests "for ever". Observers unsurprised by the "for ever" call coined another name for it: "From Here to Eternity." The Western viewpoint on test suspension continued to be for a year-to-year agreement.

    Observers at the conference saw some hope of compromise, indicated that Russia's attitude might well be flexible.
