    TRANSCRIPT: (SEQ. 2): (PRESIDENT NIXON): "What have the pictures shown? They've shown only those men in the four battalions of 22 that were in trouble. They haven't shown people in the other 18 battalions. That is not because it's been deliberate, but because those make news, and primarily the pictures do not show at all what has happened to the enemy. Their losses, by conservative estimates, are five times as large as the losses of the army. So under the circumstances I am not saying here that what we are looking at is an operation which, at this time, can be judged a failure. I do say that, based on the progress that's been made to date, the two things that the American people can judge it on, mean a great deal to them. One...that the American withdrawal will continue. Two...that the danger to America's remaining forces has been reduced. Of those two things I'm sure, and for that reason the operation was worthwhile as far as we are concerned."

    Background: While United States and South Vietnamese troops are under constant harassment as they withdraw from a bitterly-fought Lags campaign, so too, President Nixon has been under constant fire in America from sections of the population and political opponents who believe his Indo-China policy has failed to achieve its aims. Many believe that what has been called a "withdrawal" from Laos, should in fact be termed "defeat". In a television interview from Washington on Monday (22 March) President Nixon assured his viewers that the forces weren't being beaten in Indo-China.
