    FRANCE OUT-MANOEUVRED ITS COMMON MARKET PARTNERS TODAY (TUESDAY), VIRTUALLY KILLING PLANS TO DEFEAT ITS VETO ON EARLY BRITISH MEMBERSHIP OF THE EUROPEAN ECONOMIC COMMUNITY.

    THIS WAS THE OUTCOME OF A TWO-DAY CONFERENCE OF FOREIGN MINISTERS OF THE COMMON MARKET. THE MEETING WAS PRIMARILY DEVOTED TO CONSIDERING THE INTERNAL DEVELOPMENT OF THE COMMUNITY AND APPLICATIONS FRO MEMBERSHIP FROM BRITAIN, DENMARK, NORWAY AND THE REPUBLIC OF IRELAND.

    REUTER SAYS THAT MAJORITY OF MEMBERS WERE OF THE OPINION THAT ONLY TRADE AGREEMENTS BETWEEN THE COMMON MARKET AND THE APPLICANT NATIONS WERE POSSIBLE.

    THE FRENCH DELEGATE REVIVED PROPOSALS FOR SUCH TRADE AGREEMENTS BETWEEN THE COMMUNITY AND OTHER EUROPEAN NATIONS - NOT MERELY APPLICANT NATIONS - AND RECEIVED SUPPORT FROM WEST GERMANY. BRITAIN, HOWEVER, IS OPPOSED TO TRADE ARRANGEMENTS WHICH ARE NOT LINKED TO MEMBERSHIP.

    THE FRENCH MOVE, SUPPORTED BY WEST GERMANY, APPEARS, SAYS REUTER, TO HAVE THWARTED A BELGIAN MOVE TO CIRCUMVENT THE FRENCH VOTE. BELGIUM HAS BEEN ADVOCATING COOPERATION BETWEEN BRITAIN AND "THE SIX" OF FOREIGN POLICY, DEFENCE, TECHNOLOGY AND MONETARY MATTERS.

    HOWEVER, FRANCE HAS REFUSED TO ACCEPT THE PLAN, AND IT SEEMS UNLIKELY THAT WITH WEST GERMAN SUPPORT FOR FRANCE OTHER NATIONS WILL BACK THE BELGIAN PROPOSAL.
